Paypal file - if you have a Paypal account
I have a personal account so I cannot recieve any payment funded by credit or ATM cards, the cash must be in your Paypal account or your account linked to withdraw the funds from your bank account, it must not be linked using a debit card or ATM card, all cards are treated the same.. If the funds are processed from your bank and you are not a Confirmend Paypal member account I will get an "Uncleared" e-check notice from Paypal, the payment will not be cleared for 5 - 10 days and is not guaranteed by Paypal, therefore a $100 limit is placed on e-check payments for shipping before I recieve the cleared check notice. Paypal was a great service when it first started, basically they just suck now if you're not spending cash that's already in your account. Check www.paypalsucks.com sometime.

I sold a laptop on ebay, the transaction went through PayPal. The buyer files a complaint and they ruled on his behalf, but the buyer never sent my laptop back to me and they didn't make him, so I am out of $210 dollars and my laptop. PayPal isn't trying to do anything about it, help us bring em down.
Hello everyone,
I completed a transaction on a non Ebay auction site back in October of 2005 for $1,118.00 where Paypal was used by my buyer to send me the appropriate funds. Once I was notified by Paypal that the funds were ready to go I shipped my item from the USA to the UK and followed my buyers strict methods of how he wanted it shipped as to avoid major custom fees. A few weeks went by and my buyer claimed that he never received the item. I contacted the shipping agent to see what could be done and they said nothing as it was out of the country and out of their hands. Long story short, my buyer nor myself have no clue as to where this item is currently, it has not been sent back to me nor has he still received it and I fully believe that it did not make it thru the UK Customs and is sitting somewhere on a shelf where it will remain forever!
On to where Paypal comes in.... My buyer contacted Paypal and stated that he never received the item and asked them for his money back. They contacted me for proof of shipping which I gave them and apparently told him a few weeks later that they could nothing. Once he heard that he contacted his credit card company and had them issue a chargeback on his behalf. I was again notified by Paypal stating that my account has gone negative $1,118.00 and that they needed more info from me. I sent them the info and never really heard anything back on them fighting the chargeback case.
Last night I received an email from Paypal stating that my account was still negative and that if I did not pay them the money back within 1 week they would take legal action against me and send my account to a collection agency.
Here is the weird part, I contacted my buyer as well last night and asked if his credit card company ever re-imbursed him for the $1,118.00? He stated that they did issue him a temporary credit but then a few weeks later sent that money back to Paypal and that he never ultimatley got the money back for good.
So my question I guess is... Why should I have to pay Paypal back the $1,118.00 if they got their money back from the credit card company?
I have emailed them since asking them to send me proof that they did pay this guy's credit card company back the $1,118.00 and if they legitamtely did then I would have no problem repaying back my negative balance.
Is there any advice anyone can give me as to what else I can do here? Can Paypal sue me or really collect on this debt?
Thanks in advance.

"What is the Difference Between PayPal and the Merchant Account That You Offer?"
With a Merchant Account, your funds are directly deposited into your personal or business bank account, which you control and which is also protected by Federal Banking Regulations.
With PayPal, your money is deposited into a PayPal Account, which PayPal Fully Controls. Since PayPal is NOT a bank, they do not need to follow federal banking regulations. These regulations are designed to help the "Average Joe" avoid issues like having their bank account frozen for weeks or months with no explanation.
"Who would trust their money with a bank that could do that?"
Sadly, Paypal routinely freezes its customers' accounts for almost anything and without warning. Once an account is frozen, the funds are often held by PayPal for months on end with Absolutely No Recourse for the merchant.
A domino effect occurs when a PayPal account is frozen, leaving the merchant with No Means To Fill Orders. Those orders are then disputed by customers, creating more chargebacks and the illusion of fraudulent activity on the part of the merchant. The Bottom Line? Accept credit cards with a Merchant Account.
